About the job

Mission Objectives

  • Implement organizational structures, management methods, risk analyses, documentation, and KPIs in line with Group HSE policy

  • Ensure regulatory monitoring and maintain compliance with applicable legal requirements

  • Define and monitor the medium- and long-term HSE roadmap for distribution activities

  • Develop a multi-year continuous improvement strategy to strengthen HSE culture and risk prevention

  • Implement risk prevention and management programs for the health and safety of Sanofi employees and all stakeholders

  • Establish the site's HSE documentation system in line with Group standards and legal requirements

  • Define and monitor training programs for employees and contractors

  • Participate in in-depth HSE incident investigations and define action plans

  • Be responsible for team safety and ensure compliance with HSE rules

  • Conduct periodic audits to assess compliance with Group policies and standards

  • Ensure maintenance of distribution equipment and regulatory compliance, in coordination with the pharma site

Job Scope / Position Dimensions

1. Occupational Health

  • Develop and lead a professional exposure risk management program

  • Lead workplace risk assessment processes and define risk control measures

  • Identify opportunities to improve working conditions

  • Implement workplace ergonomics programs

  • Coordinate occupational health and medical surveillance programs with the occupational physician

  • Develop medical monitoring programs for exposed personnel

2. Environmental Impact Management

  • Define and deploy the site environmental roadmap aligned with the “Planet Care” program

  • Implement an environmental management system

  • Ensure compliance with local environmental regulations and Group requirements

  • Develop environmental monitoring programs

  • Implement energy, water, and CO₂ emissions reduction programs

  • Establish a waste management program

3. Facility and Personnel Safety

  • Implement core safety management system programs (Permit to Work, LOTO, machinery safety, warehouse safety, etc.)

  • Coordinate the implementation of site safety procedures

  • Implement office safety programs

  • Establish crisis management and emergency response processes

4. Regulatory Compliance

  • Ensure regulatory watch on applicable laws and requirements

  • Coordinate regulatory compliance audits

  • Prepare and coordinate audits (global HSE, insurance, client/supplier audits, etc.)

  • Conduct gap assessments against Group standards

  • Implement a robust action plan tracking system

5. Maintenance of Sidi Abdellah Distribution Center Facilities

  • Define the maintenance strategy for distribution site installations

  • Plan and coordinate preventive and corrective maintenance activities

  • Coordinate with pharma and project teams for commissioning of new installations

  • Coordinate shared installations with pharma teams impacting the distribution platform

  • Develop technical specifications for new acquisitions

  • Set up and monitor maintenance service contracts (facilities, equipment, buildings)

  • Supervise external contractors

  • Ensure fuel supply for generators

  • Manage the building maintenance team

Key Responsibilities:

1. Health, Safety & Environment (HSE)

  • Deploy and lead the site HSE policy

  • Ensure compliance with local regulatory requirements (Algeria) and Group standards

  • Identify risks and implement prevention plans

  • Monitor HSE indicators (leading safety indicators, audits, inspections)

  • Organize safety training (PPE, fire safety, ergonomics, etc.)

  • Manage incidents/accidents (root cause analysis, corrective actions)

  • Lead HSE committees and promote a strong safety culture on site

  • Coordinate the occupational health and medical surveillance program with the occupational physician

  • Ensure waste management, emissions control, and environmental compliance

2. Maintenance & Infrastructure

  • Define and lead the preventive and corrective maintenance strategy

  • Ensure equipment availability, including:

  • Cold rooms

  • Conveyors

  • Forklifts / material handling equipment

  • Electrical and HVAC installations

  • Automated systems (if applicable)

  • Supervise internal teams and external contractors

  • Coordinate with Sidi Abdellah site maintenance teams

  • Manage the maintenance budget and optimize costs

  • Implement performance indicators (MTBF, MTTR, availability rate)

  • Lead technical improvement and investment projects

3. Contractor Management

  • Select and monitor suppliers (maintenance, services, etc.)

  • Follow-up with CBRE

  • Ensure HSE compliance of external interventions

  • Review contracts and service level agreements (SLAs)

4. Other Responsibilities

  • Responsible for implementing and monitoring Sanofi HSE standards

  • Set up HSE project/work management structures and associated systems

  • Manage regulatory processes related to HSE topics

  • Coordinate HSE activities with HSE managers of the pharma site

About you

Basic Qualifications

  • Experienced: 5 to 10 years in an industrial/logistics environment. Proven experience in a similar role within an HSE department in a comparable position

  • Language: Fluent in French and English (spoken and written)

  • Degree: HSE engineering degree or equivalent

Technical Skills:

  • HSE regulations

  • Risk analysis methods

  • Audit techniques

  • Project management

  • In-depth knowledge of regulations, standards, and other requirements

  • Industrial maintenance

  • Electrical / mechanical / automation systems

  • Proficiency in CMMS (Computerized Maintenance Management Systems) tools

  • Risk analysis and problem-solving

Managerial Skills:

  • Leadership, team management, cross-functional communication, and report writing

  • Ability to manage teams and external contractors

  • Strong communication and HSE training/awareness skills
