About the job:

The Engineering Project Lead is part of the Global Engineering (GE) Project Delivery team that delivers Tier 1 capital projects >$20M SGD. They will provide leadership and direction for all engineering and maintenance project resources and activities more major capital pharmaceutical investments. As the GE project lead, he/she is accountable for all engineering project management delivery aspects related to the execution of the project from design through construction to the commissioning, qualification, and hand over of the facility. They will be responsible for leading the management and interactions with A&E design firms, construction contractors, equipment vendors, selected 3rd party delivery partners and local authorities. As such, they will be responsible for multiple systems on the project and supported by project staff both internal and external. They will ensure supervision and oversight of all relevant engineering project activities either via delegation or directly. This will also include daily management, forecasting, and sourcing to ensure project milestones are met on time and on budget. The incumbent is responsible for developing appropriate solutions to satisfy the needs of internal customers. As such, compliance with local and global HSE, Quality, Engineering and Financial requirements/guidelines will be incorporated into all work performed. He/She must have a proven record of working within a matrixed project team. 

Main responsibilities

  • GE project lead for major capital investments for new pharmaceutical assets ranging in value from $20M to $500M SGD. They will be responsible and accountable for ensuring design and execution meets the project objectives within the defined project cost and schedule in accordance with company’s safety, quality and performance requirements. Activities that will be part of this include:
    • Design – Feasibility studies and concept/basic/detail design
    • Execution – Procurement, construction, equipment, commissioning and qualification (IQ/OQ) as well as assisting with the launch of PQ/PV activities. As well, interaction with local government authorities and permitting offices related to new physical building assets.
    • Close-Out – Transition to facility owners, and financial close-out of all project related GE capital and opex activities.
  • The lead will work within a cross function team and lead communication with key project stakeholders including but not limited to; sponsor, program leadership, site/global leadership, Steering Committee members, etc.to ensure correct and proactive timely reporting and communication is achieved and actioned (as required) to meet the project deliverables.
  • Perform consistent and proactive analysis on project deliverables, identifying critical path items and other constraints (e.g. resources) with timely action plans to identify and mitigate risk and ensure satisfactory delivery of all project deliverables as committed.
  • Support contract enforcement and quality assurance of work provided by design firm, construction contractors, equipment vendors and selected 3rd party delivery partners.
  • Work with all stakeholders to embrace and model Play-to-Win methodology and ensure scope and schedule are reasonable, efficient, and the right use of the business resources.
  • Lead each stage of GE Gate reviews of project to ensure consistent adherence to compliance, HSE, capacities, process, and project requirements etc.
  • Perform Safety walkthroughs through the various project phases, and facilitate and foster a truly safety-first, quality always culture on the project that is best in class.
  • Ensure good engineering and project management practices are incorporated into the project and reviewed consistently to verify adherence to local and global technical requirements, guidelines, and standards.
  • Participate in global networks, and contribute lessons learned to the site and global network. Participate in global initiatives when requested. Responsible to understand and implement current global standards/guidelines and application. 

HSE Requirement/Statement

  • Participates in the investigation of incidents and work-related illnesses.
  • Takes every reasonable precaution to ensure the health and safety of staff.
  • Advises staff of any potential or actual health and safety hazard of which they are aware.
  • Supervises and monitors compliance with employment and health and safety legislation to ensure that contractors and suppliers globally are working within the local policies, procedures, and regulations applicable to their work.
  • Responds promptly to all health and safety concerns or incidents and ensure completion of the appropriate documentation in a timely manner.
  • Takes every reasonable precaution to ensure the health and safety of staff and contractors.
  • Ensures that protective equipment and clothing required is used by staff and contractors.
  • Advises staff and contractors of any potential or actual health and safety hazard of which they are aware.
  • Support reporting of HSE metrics in line with global KPIs.

Context of the job/Major Challenges

  • Ability to work in a collaborative shared space in a large and complex project environment where quick critical thinking and decision making is required.
  • Technical aptitude/understanding across a broad number of subjects including vaccine processes and equipment, systems, building and equipment maintenance.
  • Technical aptitude/understanding of digital system.
  • Ability to lead, engage and work with a spectrum of roles within the organization. This includes reporting dotted line to the program lead within the matrix organization and additionally leading indirect reports as well as working closely with site and GE, quality, production, and other supporting functions.
  • Ability to work and foster engagement and commitment from external support including construction contractors, equipment vendors and selected 3rd party delivery partners.
  • Ensure the effective delivery of these projects to Sanofi’s high safety and quality standards and often to aggressive schedule and cost constraints.

Dimensions/Scope

  • He/She will supervise all design and execution activities for a major Tier 1 capital project >$20M SGD.
  • Management of an entire Engineering project team including engineering, automation, C&Q, facilities, and maintenance scopes, to support project execution.
  • As a member of cross functional team both on the site and global, works with other stakeholders at site and global level within the GE Global Business Units and Operations, HSE, Quality, Procurement etc.
  • He/She will have indirect managerial responsibility of internal site project resources from the local Engineering & Maintenance department at the site and oversee A&E design, equipment, and construction contractors at various stages of project execution activities.
  • Travel is required only for project related activities.

About You

Requirements

  • Education/Certifications:
    • Minimum Bachelor’s in Engineering
    • Professional Engineering designation is a plus.
    • Project Management Professional (PMP) designation is a plus.

Experience

  • 10+ years, direct experience in applied Facilities, Equipment and Utilities design engineering and large capital project delivery is mandatory including managing project budgets, schedules, & risks. Additional experience in construction/installation, equipment start-up, qualification and/or validation is highly valuable.
  • Demonstrated leadership experience.
  • Working knowledge of unit operations typically used in biotech, pharmaceutical and vaccine manufacturing, specifically downstream operations of bulk manufacturing aseptic formulation.
  • Knowledge of process and building control systems is desirable.
  • Knowledge of clean utility design such as WFI, clean steam and clean air systems is desirable.
  • Extensive experience and knowledge of the pharmaceutical industry including GMP, FDA and regional/country authorities’ guidelines.
  • Must understand the relationship between Good Manufacturing Practices, industry standards and their application to the manufacturing process.

  • Strong time management skills and ability to deal with conflicting priorities.
  • Strong verbal and written communication skills.
  • General ability to adapt to new software tools.
  • Digital skills (Factory 4.0, IOT, plant connectivity…)
  • Fluency in English is required. Other languages such as Malay, Mandarin, Tamil, and French are a plus.
