Main responsibilities职责描述：

Ensure the site’s activities compliance to all relevant Environment & Sustainability regulations and standards (local, state, and company). Support the HSE Head to maintain the environment permits.​Serve as the primary point of contact with site related environmental regulatory agencies and ensure timely submission of required reports and documentation. 

确保工厂活动符合所有相关的环境和可持续发展法规和标准（当地、国家和公司）。支持HSE 负责人维护环境许可证。作为与工厂相关环境监管机构的主要联络点，并确保及时提交所需的报告和文件。

Lead local HSE management system and local HSE documentation in alignment with Global guidance.

领导工厂HSE管理系统和本地HSE文件，使其符合集团指导方针。

Monitor/Report Environment & Sustainability local performance and trend (including culture maturity index) to the SLT and above the site senior management to identify trends, assess performance, and make data-driven decisions.

向SLT及以上级别的工厂高级管理层监控/报告环境和可持续性本地绩效和趋势（包括文化成熟度指数），以确定趋势、评估绩效并做出数据驱动的决策。

Develop and implement site plans in alignment with Sanofi Environment & Sustainability Planet Care policies (Eco-Design, Climate change, waste circularity, water stewardship, Biodiversity…).

根据赛诺菲环境与可持续发展政策（生态设计、气候变化、废物循环、水资源管理、生物多样性……）制定和实施工厂计划。

Conduct assessments and mitigate environmental impacts associated with the site’s operations: Identify, assess and manage environmental impacts and opportunities.

进行评估并减少与工厂运营相关的环境影响：识别、评估和管理环境影响和机遇。

Monitor the environmental performance of the site and oversee the monitoring of environmental parameters, such as air pollution, water and wastewater quality, waste management, and GHG emissions.

监测工厂的环境绩效并监督环境参数的监测，例如空气污染、水和废水质量、废物管理和温室气体排放。

Lead initiatives aimed at reducing the environmental footprint of the site, including Eco-design, water stewardship, waste, Biodiversity, …. Support the engineering team to optimize the use of the resources and reduce the site’s environmental footprint (Energy, PIE, Water efficiency roadmap, etc.).

领导旨在减少工厂环境足迹的举措，包括生态设计、水资源管理、废物、生物多样性……支持工程团队优化资源使用并减少场地的环境足迹（能源、PIE、节水规划等）。

Foster a culture of continuous improvement initiatives and drive innovation in environmental practices and process improvements to maintain a competitive edge.

培养持续改进举措文化，推动环境实践和流程改进的创新，以保持竞争优势。

Leads investigations into severe environmental impacts, incidents, and near-misses to determine root causes and implement corrective actions to prevent recurrence.

领导对环境严重影响、事故和险情的调查，以确定根本原因并实施纠正措施以防止再次发生。

Lead & promote proactive HSE Culture on environmental topics by developing and delivering training programs on Environment & Sustainability for all employees and stakeholders to guarantee that all employees have the knowledge and capabilities needed for their tasks.

通过为所有员工和利益相关者制定和提供环境与可持续性培训计划，领导和促进关于环境主题的积极主动的 HSE 文化，以确保所有员工都具备完成任务所需的知识和能力。

Coordinate the local HSE process owners’ network. Connect the site process owners with the Communities of Practices managed at Global level.

作为工厂HSE流程负责人与集团流程联系人，协调工厂HSE 流程负责人网络。

Ensure HSE capabilities through an adequate site training program : skill matrix, training plan, records, adherence monitoring …

通过适当的工厂培训计划确保HSE能力：技能矩阵、培训计划、记录、遵守情况监控……

Support the HSE site governance and escalation process : Preparation of the site HSE reviews preparation, contribution to the site Risk mapping with Site Risk Officer and other functions … 

支持HSE现场治理和升级流程：准备现场HSE评审，与工厂风险负责人和其他职能部门一起为工厂风险矩阵做出贡献……

Drive HSE Culture program : coordinate the HSE culture maturity assessment, elaborate ad-hoc improvement plans, monitor their implementation. 

推动HSE文化项目：协调HSE文化成熟度评估，制定专门的改进计划，并监督其实施。 

Coordinate a reliable HSE performance reporting of all HSE data consolidated and published at the company level. Collaborate with the other site stakeholders in charge : HSE, Engineering, P&C … 

协调可靠的 HSE 绩效报告，报告内容包括所有 HSE 数据，并在公司层面进行整合和发布。与其他负责的工厂利益相关部门合作：HSE、工程、P&C…… 

Security supervision: ​

安防监管

In coordination with Head of Security and Risk Prevention China:​ 与国家安全部负责人协作：

·       Identifies changes in threats and risks, operations and activities that could impact security of the site​ 

识别可能影响工厂安全的威胁和风险、运营和活动的变化。

·       Implement in due time appropriate security measures to mitigate identified new threats and risks.​ 

及时实施适当的安全措施，以减轻已发现的新威胁和风险。 

·       Implement and deploy security requirements defined by Corporate Security. ​

实施和部署公司安全部门定义的安全要求 。

·       Supports crisis management in case of security related crisis scenarios. ​

在发生与安防相关的危机情况下支持危机管理。 

·       Organizes liaison with internal and external stakeholders.

​组织与内部和外部利益相关者的联络。

·       Monitors, implements and follows-up Site Security Action Plan.​ 

监控、实施和跟进工厂安防改进计划。

·       Plans and deploys site security governance​

·       Maintains efficiency of site security measures on-site by appropriate controls and self-assessments.​

·       Participates in the selection of Security Services, controls the quality of execution of Security services.​ 

参与安保服务的选择，控制安全服务的执行质量。 

·       Deploy Information Protection program and policies on site​

·       Coordinate, with services involved, administration and proper functioning of Security systems and equipment on site. ​

与相关服务部门协调工厂安防系统和设备的管理和正常运行。 

·       Reports incidents and defines security response measures.​

·       Supports audits.​

People & Events Protection:​ 人员和活动防护：​

·       Acts as the security point of contact of business travelers and visitors coming on site.​ 

作为商务差旅和工厂访客的安防联络人。 

·       Provide security support to the event organizers for the organization of sensitive events on site.​ 

为活动组织者提供安防支持，以便在工厂组织敏感活动。​ 

·       ​Disseminate security culture on site and organize security training and awareness to concerned people. ​

·       Keep good communication with Sanofi HSE and Security network, 3rd parties and external authorities.

About you 任职资格:

• Experience: Minimum 5 years related working experience in HSE management.  。 
• Soft skill: 
• Master level of proficiency in term of management system, regulatory knowledge, audits and Environmental sustainability.​ ​
• Master level of proficiency in Matrix management, Problem solving, Project management, change management, strategic thinking, problem solving, striving for results, ability to influence. Direct management and transversal management skills.  
• Intermediate level of proficiency in term of product stewardship and all HSE expertise.  
• Strong abilities to coach and animate to drive transformation and HSE performance. 
• Education: Bachelor degree education or above, with major on safety, enviroment, electrical, mechanical, chemical, pharmaceutical, chemistry, biological or related.   
• In-depth understanding of security management standards and regulations.​ ​
• Languages: Fluent English with good technical language knowledge.
